Parking permits are required on all Webster University parking lots and the garden park plaza garage.

All motor vehicle parking regulations are in effect 24 hours every day, seven days a week including periods when classes are not in session.

General

All faculty, staff, students and visitors parking a vehicle on University parking lots must comply with the University parking regulations, policies and procedures that are contained within this document.

Identification of Valid Parking Spaces

Valid Parking Space: Park your vehicle in a valid parking space, between two white parallel parking stall lines.  Do not park on or over the line regardless of how others park, and do not create or add a space in areas that are not designated by two parallel parking stall lines.

No Parking Areas: Any area not designated as a valid parking space according to the definition above.  These areas do not require signage and often times are unmarked.

Yellow Curbs: Yellow curbs, yellow hash marks and yellow markings at the end of aisles designate no parking areas.

Fire Lanes: Any area in a parking lot/garage that does not have white parking stall lines or is not a valid parking space (as defined above) is considered a fire lane.  Fire lanes are marked with red paint or signage on the ground and often times are unmarked.

Loading Zones: These spaces are designated for loading and unloading vehicles.  They are not parking spaces.  You are allowed to park in these zones for 15 minutes with the flashers on to load or unload.  These spaces will be striped in yellow paint.

Driver Responsibility

Finding Authorized Space: Drivers are responsible for finding an authorized parking space.  Mechanical problems, inclement weather or other vehicular disabilities do not justify parking violations.

Space Availability: A parking permit does not guarantee the holder a parking space, but only an opportunity to park within a specified area or areas.

Permit Ownership: A parking permit signifies an individual has been granted the privilege of parking on University property.  Ownership of the parking permit remains with the University.  You are responsible for all parking violations you receive on campus.

Permit Display: A parking permit is not considered valid unless it is displayed correctly on the vehicle.  To be valid, a permit must be clearly visible and hang from the rear view mirror with permit number and color side facing the front windshield. Permits must also correspond to the lot/garage the vehicle is parked in. Commuter students and Adjunct Faculty must also have a sticker on their permit corresponding to the current term to be valid. All vehicles parked on University property must have a valid permit displayed to be legally parked.

Speed Limit: The maximum speed in the Garden Park Plaza and all parking lots is 10 mph.

Visitor/Reserved Parking

The University has allotted parking spaces to be utilized by visitors and guests of the University.  These spaces are clearly marked by signage and are to be solely utilized by visitors and guests of the University.  Current students, faculty or staff are NOT allowed to park in Visitor and/or Reserved Parking spaces at any time.

Procedures for use and reserving these spaces are outlined below.

Visitor Parking Spaces

Visitor parking spaces are primarily limited to those individuals who are not affiliated with the University but wish to visit the campus to gather enrollment and/or employment information or to conduct other University business.

Visitor Parking Spaces are located in most parking lots on campus and are clearly marked with placard signage. They are to be utilized on a first come, first serve basis.

To reserve a parking space for a guest, guest lecturer and/or guest speaker the request must be submitted at least 24 hours in advance. 

The information required to reserve a parking space is the Guests’ name, license plate number of the vehicle they will be driving to campus and the location of the lot you would like them to park in. Email your request to publicsafety@webster.edu.

Parking on campus is limited and spaces will be reserved on a first come, first served basis. If your request comes in to late your guest may be assigned to another lot further from your requested location.

Special Events

Any and all special events or meetings requiring large groups of people requesting reserved parking must be approved by the Office of Public Affairs: (314) 968-7456 or the Presidents’ Office. Once they have approved your request they will notify Public Safety of your parking needs and we will then work with you to facilitate your groups parking request. 

Parking Violations/Fines

Any faculty, staff or student with more than four (4) parking violations during the school year will be considered persistent offenders and are subject to being booted if found parked illegally on campus. After a vehicle has been booted it is then subject to being towed off campus at the owners’ expense for any further parking violations.

Parking Appeals

All persons receiving a parking ticket have the right to appeal.  You may appeal your ticket by completing an appeal form, located at the Department of Public Safety.  Please fill the form out in its entirety. You may also submit supporting documentation with the appeal. Please note that all parking tickets must be appealed within 21 (twenty one) calendar days from the date the citation was issued. Appeals received after 21 (twenty one) days will not be considered. 

Parking Appeals Committee

All parking appeals will be reviewed by the Webster University Parking Appeals Committee. This committee is composed of a variety of members of the Webster University community consisting of students, faculty and staff. 

The committee meets regularly to review all written appeals of parking violations. 

Those filing an appeal are not required to and do not appear before the committee. If however, during the course of the appeal the committee feels it needs more information from the petitioner, then the petitioner may be contacted to appear before them and provide them with additional information. 

Each person who submits a parking appeal will be notified by mail and/or email of the outcome of their appeal.

If the parking appeal is denied, the fine will be applied to your University account. By filing an appeal, you, the student/faculty or staff member agree to abide by the decision of the appeals board. The decision of the Parking Appeals Committee is final.

Permit Designations

Reserved Parking (Gold Permit)

These permits are for our executive staff and the Deans of the Schools.  These spaces are reserved 24 hours a day and 7 days a week.   Parking in these spaces without the correct permit will result in ticket, tow or boot.

$300 per year

Faculty/Staff (Silver Permit)

This permit allows our full time and part time Faculty and Staff to park on the flat lots and in the Garden Park Plaza.  This permit does not entitle you to park in any lot reserved for visitors, or in residential parking.

$200 per year

Faculty/Staff (Orange Permit)

This permit allows our full time and part time Faculty and Staff to park in the Garden Park Plaza ONLY.  You may not park on any of the flat lots or in visitor parking spaces at any time.

$120 per year

Adjunct (Blue Permit)

This permit allows our part time instructors to park in all flat lots and the Garden Park Plaza.  This permit does not entitle you to park in any lot reserved for visitors or in residential parking.  This permit does not grant you access to park in fire lanes or to make your own space. There must be a sticker in the corresponding term box on the permit for it to be valid for that term. Do not throw your permit away during the year. Just add stickers for each term or semester you are teaching.        

$100 per year

Commuter Student (Red Permit)

This permit allows our full time, part time, graduate and undergraduate commuter students to park in any flat lot and the Garden Park Plaza.  This permit does not entitle you to park in any lot designated for visitors or residential parking.  There must be a sticker in the corresponding term box on the permit for it to be valid for that term. Do not throw a permit away during the year. Just add stickers for each term or semester you are taking classes.

Webster Village Apartments (Yellow Permit)

This permit allows our students who live in the Webster Village Apartments to park in the Village parking lot, Lot M and the Garden Park Plaza ONLY.  This permit does not entitle you to park on any of the flat lots or in visitor/reserved parking spaces.  If you choose to park your vehicle in any other lot it will result in ticket, boot, or possibly tow. These permits are issued by the Public Safety Office. Please bring a copy of your vehicle registration, insurance card and license plate number when you apply for your permit. 

$120 per year (included in rent)

Residence Halls (Green Permit)

This permit allows our students who live in the Residence Halls to park in the Garden Park Plaza ONLY. This permit does not entitle you to park on any surface parking lots, visitor parking lots or in the Village parking lots. If you choose to park your vehicle in any other lot it will result in ticket, boot, or possibly tow. These permits are issued by the Public Safety Office. Please bring a copy of your vehicle registration, insurance card and license plate number when you apply for your permit.

$75 per year

University Center Special Programs (Pink Permit)

This permit is issued to non-affiliated members of the community who use the pool, take swim lessons, who are either alumni or residents of Webster Groves and surrounding communities.  Current students or Faculty/Staff do not qualify for this permit.  This permit allows the holder to park in Parking lot H and the Garden Park Plaza.

No cost

Fitness Center (Brown Permit)

This permit is issued to members of the fitness center who are not currently affiliated with the University. Current students, faculty or staff do not qualify for this permit. This permit allows the holder to park in the Garden Park Plaza ONLY.

No cost

Visitor Permits (White Permit)

Visitor Permits are available for visitors (non-affiliated) to Webster University. This permit can be obtained at the Department of Public Safety. Visitor Spaces are located in front of most if not all buildings on campus and on the first level of Garden Park Plaza (Parking garage).                                     No cost                          

Motorcycle Permits

This permit is for our students, faculty and staff that have motorcycles they wish to drive to campus.  There are designated motorcycle parking spaces in each lot.  Check with the Department of Public Safety for exact locations.  All motorcycles are required to park in these designated areas.  This permit does not entitle you to park in any lots reserved for visitors or in residential parking.  This permit also does not entitle motorcycles to make your own space. Check with Public Safety about the cost of this permit.

Bicycle/Scooter Permits

This permit is for our students, faculty and staff who have bicycles/scooters (49cc or less) that they wish to ride and park on campus. Please register your bicycle/scooter at the Public Safety office and receive a sticker to place on your bicycle/scooter. Bring the serial number and a description of your bicycle/scooter for registration. This number will help if your bicycle/scooter is ever lost or stolen from campus.

Temporary Parking Permit

If you do not have your parking permit due to a temporary change in vehicles you may get a temporary parking permit from Public Safety. There is no charge for this as long as you have a current University parking permit. Please have the license plate number of the vehicle you are driving.

Replacement Permit

The parking permit is good for a year and expires on August 1 every year. The stickers on the commuter student and adjunct faculty permits are what make it valid. If a permit is lost, stolen or misplaced a replacement fee will be charged to replace the permit. Do not throw a permit away during the year. Just add stickers for each term or semester you are taking or teaching classes.

Location of Parking Lots

Lot A is located on the north side of Lockwood Ave. directly across the street from Webster Hall. There are two (2) lots, one on the east side and one on the west side. Webster lots are closest to Lockwood Ave. We share these lots with Eden Seminary so please watch the signs and stay on the Webster side of the parking lots.

Lot B is located in front of Webster Hall off of Lockwood Ave. This lot is a Visitor Parking lot. Reserved Executive parking is located in this lot as well as Admissions reserved spaces. Current students, faculty or staff are NOT permitted to park on this lot until 5 pm and then they must have a valid Webster University parking permit. Resident Hall students are NOT allowed to park on this lot at any time.

Lot D is located behind Webster Hall off of Plymouth Ave. This lot is open to faculty, staff and commuter students with a valid Webster University parking permit displayed.

Lot E is located off Garden Ave. east of the Garden Park Plaza garage. This lot is open to faculty, staff and commuter students with a valid Webster University parking permit displayed.

Lot F is located off of Big Bend Blvd. between the Visual Arts Building and the Sverdrup Building. This lot is designated disabled parking only. A disabled parking permit and a valid Webster University parking permit are required. There is also a loading zone located in this lot. You may load and unload for fifteen (15) minutes with your flashers on. If you are parked longer than the allotted 15 minutes you will be subject to being ticketed, booted and/or possibly towed at your expense. Please remember other students also need to use this space.

Lot G is located off of Garden Ave. to the west of the Bookstore. Faculty, staff and commuter students may park in this lot until 6:00 PM. This lot is reserved after 6 pm Tuesday through Friday, after 3 pm on Saturdays and all day Sunday. All faculty, staff and students must have their vehicles removed from this lot by these times on all days that a show is being held at the Loretto-Hilton Center by The Repertory Theatre. To find The Repertory Theatre’s season schedule you can access their website at www.repstl.com.

Lot H is located off of Big Bend Blvd. behind the Online Learning Center and off of Edgar Road behind the University Center. This lot is open to current faculty, staff and commuter students with a valid Webster University parking permit displayed. There are reserved spaces for visitors next to the University Center. Current faculty, staff and students are NOT allowed to park in the visitor spaces at any time.

Lot I is located next to the Loretto Hilton Center off of Edgar Rd. Faculty, staff and commuter students may park in this lot until 6 pm. This lot is reserved after 6 pm Tuesday through Friday, after 3 pm on Saturdays and all day Sunday. All faculty, staff and students must have their vehicles removed from this lot by these times on all days that a show is being held at the Loretto-Hilton Center by the Repertory Theatre. To find the Repertory Theatre’s season schedule you can access their website at www.repstl.com.

Lot J is located off of Big Bend Blvd. to the west of the Thompson Music House. This lot is for current faculty, staff and commuter students with a valid Webster University parking permit displayed. Faculty, staff and commuter students may park in this lot until 6:00 PM. This lot is reserved after 6 pm Tuesday through Friday, after 3 pm on Saturdays and all day Sunday. All faculty, staff and students must have their vehicles removed from this lot by these times on all days that a show is being held at the Loretto-Hilton Center by the Repertory Theatre. Lot K is located off of Big Bend Blvd. to the east of the Thompson Music House. This lot is for current faculty, staff and commuter students with a valid Webster University parking permit displayed. Lot L North is located behind Pearson House on the northeast side of campus. You can access this lot from Garden Ave. on the east side of the East Academic Building. You will exit this lot to the north onto Big Bend Blvd.

Lot L South is located off of Garden Ave. on the south side of the East Academic Building. This lot is a visitor parking lot and also has one (1) disabled parking space. Current students, faculty or staff are NOT permitted to park on this lot until 5 pm and then they must have a valid Webster University parking permit. If one of the visitor spaces has a reserved sign then that space will not be available.

To the east side of the East Academic Building there are five (5) parallel spaces marked with a LEV/FEV sign. These spaces are reserved for low emission and fuel efficient vehicles.

Lots M & N are located off of Hazel Ave. These lots are for the residents of the Webster Village Apartments Only and they must have a valid resident Webster University parking permit displayed.

Lot O is located at the east end of Garden Ave. This lot is for current faculty, staff and commuter students with a valid Webster University parking permit displayed.

Lot P is the Garden Park Plaza parking garage. It is located on Garden Ave. This lot is for current faculty, staff, commuter students, dormitory and WVA residents with a valid Webster University parking permit displayed. There are ten (10) visitor parking spaces located on the first level of the garage. No current faculty, staff or students are allowed to park in these spaces at any time.

Parking Policies

Purchasing a Permit

Commuter student permits may be purchased at the Business Office, the Downtown Campus and the Department of Public Safety during regular business hours. Faculty, Staff and Dorm Resident permits may be purchased at the Public Safety Office.  All parking permits are issued during the month of August and are valid for the traditional 12 month academic year.  However, permits may be purchased throughout the year.  All permits purchased after October 15th are prorated based on the annual fee.   

Method of Payment

Students

The Business office will accept cash, check, MasterCard, Visa, Discover or the fee for the parking permit can be placed on your Webster account.  We recommend that the fee for the permit be placed on your Webster account.

Faculty Staff/Adjunct

You can choose to pay for your parking permit through pre-tax payroll deduction or you can pay by cash, check, MasterCard, Visa or Discover.

Lost/Stolen Permits

Lost

Lost permits must be reported to the Department of Public Safety immediately.  This will ensure that any tickets issued to another driver will not be placed on your account.  After reporting your permit lost you may purchase a replacement permit for $20.00.

Stolen

If your parking permit has been stolen, you must report this to the Department of Public Safety immediately.  The Department of Public Safety will issue a report for the stolen permit.  After the permit has been reported stolen you may purchase a replacement permit for $20.00.

Refunds

At the time of withdraw/drop, students must return the parking permit along with the completed withdraw/drop form to the Department of Public Safety.  Refunds will be determined on a case-by-case basis.

Overnight/Short Term Parking

Anyone who is going to leave their vehicle overnight or for any length of time must notify the Department of Public Safety why they are leaving the vehicle and for how long.  Any vehicles that are left on campus must have a current parking permit or it can be subject to immediate tow.

Storage of Vehicles

University parking facilities may not be used for long-term storage.  The University reserves the right to tow away vehicles that remain on University property in an inoperative, derelict or abandoned condition and/or vehicles that are not in compliance with state regulations.  Reasonable effort will be made by the Department of Public Safety to contact the owner prior to removal.  If you require assistance with long-term storage of your vehicle, please call the Department of Public Safety for further instructions.

Removal and Impoundment

The department of Public Safety is authorized to remove or impound motor vehicles from University property AT THE OWNERS EXPENSE when the vehicle is in violation of the parking regulations and outlined violations for towable offenses.

The tow fee is subject to change depending on the availability of the vendor providing the towing service.  Special equipment or circumstances may increase the charge.  A “drop” fee is charged in situations where the tow truck is hooked-up to the vehicle, but still on Webster University property.  A daily storage fee is charged if the vehicle is not reclaimed by the owner.

Use of Multiple Vehicles

Faculty, staff and students issued a parking permit may transfer the permit to other vehicles that are registered with The Department of Public Safety.  Permits are transferable only between vehicles and NOT between individuals.

Lot Maintenance/Special Event Parking/Inclement Weather

The Department of Public Safety is authorized to restrict the use of spaces on a temporary basis to accommodate special meetings, University-sponsored activities or construction.  Advance notice will be provided if possible. You can also hear lot closure information on The Galaxy radio station. Use the drop down box on the Webster home page.

The University reserves the right to close and/or restrict parking areas for maintenance or snow removal.  It may be necessary to close the top level of the Garden Park Plaza for extended periods during inclement weather.

Parking for Theatre Patrons

The lots adjacent to the Loretto-Hilton Center (I, J, K and G) are reserved from September through April for The Repertory Theatre patrons. The hours are Tuesday through Friday after 6 pm, Saturdays after 3 pm and all day on Sundays. The theatre is dark on Monday nights. All faculty, staff and students must have their vehicles moved from these lots by the aforementioned times or they will be subject to ticketing, booting or possible towing at the owners expense if they are left on these lots. Damage to Your Vehicle

Webster University is not responsible for loss, theft or damage to any vehicle, or its contents, while parked on a University lot/garage.

Temporary Disabled Permits

Individuals who experience an injury/illness that temporarily limits his or her mobility may contact The Department of Public Safety to receive authorization for a temporary disabled hang tag. A doctors’ letter must accompany the request. Arrangements will be authorized only for as long as deemed necessary by the individual’s physician.  (Note:  Temporary hang tags are just that, temporary.)  If there is a need for a disabled hang tag for an extended period of time, The Department of Public Safety may request that you have your physician fill out a form to be taken to the Department of Motor Vehicles for a State issued Disabled hang tag.

Emergency Parking Situations

In the event of vehicular breakdowns, call The Department of Public Safety at 314-968-7430 and report the vehicle.  Make sure to give the description, license plate number, lot location and time frame for repair/removal of the vehicle.

Non Emergency:  If you need to contact The Department of Public Safety you can call 314-968-7430 from off campus or x7430 on campus.

Emergency: 

1. If you have a medical emergency please contact the Department of Public Safety at 6911. Our officers are First Aid, CPR and AED trained. 
2. For all non medical emergencies please contact the Department of Public Safety at 968-7430 from off campus or x7430 on campus; or if an emergency x6911.
3. The Garden Park Plaza has been equipped with emergency phones on every level. The phones are located by the southeast stairwell and the northwest stairwell by the elevator.  These phones are hands free. There is a button that you will push which will ring the emergency line in the dispatch center.
4. There are also emergency phones located throughout the campus. We have phones in every parking lot and by the Webster Village Apartments. You can find these phones by the flashing blue light.
5. All of our elevators are equipped with an emergency call button. This button also will ring the emergency line at the dispatch center.

Did You Know?

Parking in a reserved or visitor parking space will result in a $50 parking fine.

The blue-hashed area adjacent to the disabled space is part of the disabled space. Parking in the hashed area will result in a ticket, boot or tow.

The Department of Public Safety is happy to escort students to and from their classes or to and from their Resident Halls.

The parking regulations are in effect 24 hours a day, 7 days a week. This includes weekends and all breaks.
