Hmm', beyond having special knowledge of LeTortue's priorities, is
HAITIACTION implying that tropical storms would not have a deadly impact on
Haiti in the presence of Aristide because Titid could control the weather?
(More provable than the implication that Titid's government met the public
safety (or other public service) needs of Haitians living outside the PaP
city-limits.)
