OK Patrick I COULD agree with you about the Donation to a grassroots NGO,
but this was due to suspected 'vagabonds' who commute out to Jacmel
specifically to pickpocket. Yes the people might be able to afford it, but
if you carry that to the enth degree then you are saying that the wealthy
can afford to be kidnapped!!

The crux of the matter is that if the word spreads about pickpocketing at
Jacmel carnival it is going to spoil it. And that would be a real shame as
the Carnival at Jacmel is so loved by millions of people - blan and Haitians
alike!!
