Of course the disappearance of untold millions is a problem -- perhaps it's 
one of the primary problems.  It makes investing money in Haiti worse than 
putting water in a bucket with a hole in the bottom -- Haiti has so much 
theft that unless you know exactly where your money's going (and I mean 
EXACTLY), it's like putting money in a bucket with no bottom at all.
