#4835: Haitian Labor Law Questions (fwd)

Could someone please tell me if you know where the specific "special laws"
referred to in Article 35-6 of the Haitian Constitution could be seen?  I
have looked for a copy of the Haitian National Labor Code but cannot find
it.

ARTICLE 35-6:

The minimum age for gainful employment is set by law.  Special laws govern
the work of minors and servants.

Also:
I have seen the following statement in more than one article:

"Neither the Penal Code nor the Rural Code make any provisions for penalties
for the abuse of children in domestic service."

If this is true, WHY does Article 261 not mandate that protection for
restavec children who are underage and in abusive situations, be written
into the codes?

ARTICLE 261:

The law ensures protection for all children. Any child is entitled to love,
affection, understanding and moral and physical care from its father and
mother.
