CIVIC PROTESTATION

We, a group of citizens, motivated by the desire to avoid the
collapse of the national community into an irreparable disaster,
deem it to be our civic duty to take a public position in order to:

DENOUNCE the return to a situation in which our fellow
citizens are compelled more and more frequently and more
and more massively to flee their homeland at the risk of their
lives in order to search for a hypothetical improvement in their
condition abroad,

PROTEST the reemergence of repressive practices, very
much in vogue under the military and putschist governments,
that force democrats to go underground in order to insure their
security,

REJECT the tendency to restore the sadly notorious practice
of political exile, voluntary or forced,

DEMAND that political and police leaders in charge take
convincing steps to put an end to insecurity and to the wave of
assassinations that take place in the most complete impunity
and send families into mourning,

PROTEST against the impudent use, in political matters as
well as in daily life, of weapons of all caliber by state-affiliated
sectors and private companies,

OPPOSE the practice of violent, terrorist demonstrations that
keep the population hostage, perturb, to the distress of
students, the end-of-high-school official examinations, thereby
putting in jeopardy the costly sacrifices made by fathers and
mothers in the course of many months of work,

CONDEMN the subjugation of the machinery of state to the
execution of the projects of the President of the Republic,

REJECT the partisan and untimely interventions of the police in
the electoral process as was customary in the good old time of
the defunct army,

REPUDIATE the scandalous spectacle of the dumping of
ballots by mercenaries who pretend to act -- hold tight! -- in the
name of peace and democracy but who, on a par with those
who gave the orders, display an absolute disdain for the
people's free choice,

We invite all men and women of this country to join forces in
order to block the way to the suicidal and authoritarian option,
we urge them to defeat this fear which threatens to block any
attempt to build a democratic Haiti, forever free in justice.

PROTESTATION CITOYENNE

NOUS, un groupe de citoyens, animés du souci d'éviter la
chute de la communauté nationale dans un désastre
irréparable, estimons qu 'il est de notre devoir civique de
prendre position publiquement pour :

DÉNONCER le retour à la situation qui pousse nos
compatriotes de plus en plus fréquemment et de plus en plus
massivement à fuir la terre natale au péril de leur vie à la
recherche d'un hypothétique mieux-être à l'étranger ,

NOUS ÉLEVER contre la réapparition de la pratique
répressive, très en vogue sous les gouvernements militaires et
putschistes, consistant à acculer des démocrates à fuir leur
foyer pour se mettre à couvert afin de garantir leur sécurité,

REJETER la tendance à la remise en vigeur de la tristement
célèbre coutume de l'exil politique, volontaire ou forcé,

EXIGER que les responsables politiques et policiers prennent
des mesures convaincantes pour mettre un terme à l'insécurité
et aux vagues d'assasinats qui endeuillent les familles dans
l'impunité la plus totale,

PROTESTER contre l'utilisation de manière éffrontée, par les
secteurs du pouvoir d'État et par des compagnies privées,
d'armes de tout calibre pour les questions politiques comme
dans la vie quotidienne,

NOUS OPPOSER à la pratique des manifestations violentes,
terroristes, qui tiennent la  population en otage, pertubent, au
grand dam des élèves, des examens officiels de fin d'études
et compromettent ainsi en un seul jour les coûteux sacrifices
consentis par les pères et mères de famille au cours de
plusieurs mois de labeur,

CONDAMNER l'assujettissement de tous les appareils de
l'état au service de la mise en oeuvredes choix du Président
de la République,

REFUSER les interventions intempestives et partisanes de la
police dans les opérations de vote comme cela se faisait au
bon vieux temps de la défunte armée,

RÉPUDIER le spectacle scandaleux des bulletins de vote
déversés dans les rues par des mercenaires qui prétendent
agir au nom -- tenez-vous bien -- de la paix et de la démocratie
et qui, à l'égal de leurs commanditaires, affichent un mépris
absolu pour le libre choix des citoyens.

Nous invitons toutes les femmes et tous les hommes du pays à
se serrer les coudes pour barrer la route à l'option autoritaire
et suicidaire, nous les convions à vaincre cette peur qui
menace de bloquer toute tentative de construction d'une Haïti
démocratique, à jamais plus libre dans la justice.
