a1427: The Haitian Politic: Yesterday and Today (fwd)

From: Senou <senou@yahoo.com>

The Haitian Politic- yesterday and today
in 1988, the military had managed to put Dr. Manigat
in power, despite being the founder of the Tonton
makoute, in a contested election but the people were
willing to give him a chance. For the first 3 and half
months he was ?un President de doublure? a puppet
president, he wanted to get rid of General Henry
Namphy like his mentor Dr. Francois Duvalier had
gotten rid of General Antonio T. Kebreau. It did not
take long to convince officer Augustin who had
involved in every single Coup d?Etat in Haiti to
rescue General Namphy and send Maingat to exile. Dr.
Manigat past had come to hunt him down. The firing of
Namphy who was a popular General and kept him in house
arrest was a colossal mistake. He did not follow the
advice of his mentor.
however, the current Haitian leader despite his stance
on makoute is a disciple of Duvalier by his action. He
had dismantled the army like his mentor and he had
done so brilliantly. He is currently getting of
everyone who may try to take the power away from him.
The appointment of Mr. Neptune as Prime Minister is a
tactical ploy, it won?t take long for his name to be
tarnished, but if the popularity of Mr. Neptune is
going upward which is not expected, he will negotiate
with the opposition and call for a general
congressional election and appoint a member of the
opposition as Prime Minister one year before the
election. All the blame of the poverty will fall over
that opposition and the congress will pass the double
citizenship law which would be welcome by the Haitian
in the Diaspora but it is only to get his wife elected
and the United States will support his wife without
any doubt, she is an American citizen. Remember Mr.
Neptune was against that idea; so removing him from
that key post in the Senate is a good political
maneuver.
During the reign of Mr. Francois Duvalier there was
tension between Haiti and the United States, during
the short reign of Dr. Manigat there was some
frustrations between Haiti and US, and now we see that
the current lavalas leader does not have a free ride
from the US administration. Duvalier plan was for him
to remain in power no matter what and you the current
Lavalas leader is trying is best to remain in power;
the agreement signed by lavalas and OAS is a clear
indication that he wants to remain in power even under
occupation.
