Chapter
was issued to participants at the 1979 Junior Leader Training conducted
by
the chapter. The neckerchief was gold with a cut edge. Neckerchiefs
were
either silk screened in blue or red. The eN1979-1 was blue with an owl
at
the center with 'JUNIOR LEADER TRAINING' in a semi-circle above. Below
the
owl was 'NIAGARA - ORDER OF THE ARROW', CAMP STONEHAVEN', 'B.S.A.', and
'G.N.F.C.'
